Randy Brown opened the meeting at 10:05 am, and stated we would follow the agenda as distributed.
Minutes: The minutes of April were distributed by the secretary Robbin Foxcroft on the AFSA website. Robbin moved that we dispense with the

reading and adopt them as they are circulated. Darrel Shermak moved and John Schmidt seconded the minutes be approved as read. Motion carried.

Treasurers Report: Bank account as of today (September 21, 2018) is $12,928.43. All bills and accounts are paid and up to date.

New Business:

  • -  Presentation from Cory and Betty of Westech Labs regarding the calibration requirements of pressure regulators. Dangers of not doing and Westech Labs calibration programs.

  • -  City of Calgary has appointed a new Fire Marshal, Jim Robinson. Jim will be invited to attend our next meeting to introduce himself

    Action Items From Previous Meetings:

  • -  10.13.14.3 – TC requirements for Amerex cylinders. No formal answer if Amerex cylinders are required to have the TC stamp. Ron Foxcroft to request an update from Brian McBain of ULC.

  • -  01.26.1.1 – Training videos for inspectors and SCO’s to be developed and added to the AFSA website. No progress made. To be left on Action Item list for Robbin.

  • -  01.26.18.2 – Website maintenance. New company needed. – Randy, has been trained on the website to update and we will continue to update ourselves. To be left on Action item list. Looking to move to a Go Daddy type website. – Robbin Foxcroft/Randy Brown

  • -  04.20.18.1 – Motion to submit change to NFP A regarding ‘inspection’ on new fire extinguishers in NFP A 10. - Darrell Shermak is moving forward with this.

  • -  04.20.18.2 – Electrical shut down requirements for wet chemical fire suppression systems in kitchen. Previously denied by NFPA, will continue to produce request to submit to Building Sub Council and/or Electrical Sub Council with the possible use of GFCI’s instead of full shut downs. – Robbin Foxcroft

  • -  09.21.18.1 – To be posted to the AFSA website: AMA Standata sign up, OFC Safety Tip Sheet, Ontario Auditors General Report – Robbin Foxcroft

    Committee Reports:

a. Portables: (Darrell Shermak): No new information regarding ULC listed fire extinguisher that does not require internal maintenance or hydro test. No action required
FlameTamer has ULC listed disposable fire extinguisher that does not require 6 year internal maintenance. Robbin – NFPA 10, 2010 does state the following for disposable fire extinguishers: “7.3.1.2.1.3 Nonrechargeable fire extinguishers shall not be required to comply with

7.3.1.2.1.2 and shall not be hydrostatically tested but shall be removed from service at a maximum interval of 12 years from the date of

manufacture.” Therefore, disposable fire extinguishers do not require an internal maintenance.

  1. Fixed Systems: (Ron Foxcroft): Ron Foxcroft – Industry concerns with the quality of the installations/maintenance of fire suppression

    systems. There have been many deficiencies reported and maintenance procedures not being done by some companies, whether certified or not. A lively discussion ensued. Tina Parker – these grievances should be reported to the local AHJ in order for them to enforce the standards, and possible consequences.

  2. Fire Alarms: (John Wingert): John Wingert was unable to attend. Randy Brown – The CFAA Technical seminar is being held on October 2, 2018 at N.A.I.T Edmonton

  3. Canopy Cleaning: (Shelby VanGroothest): Shelby was unable to attend. Tina Parker was notified that the AHJ in Strathcona County noticed a canopy cleaning company did not have certification, so they have shut them down in Alberta until they received the proper certificates.

  4. Fire Sub Council: (Robbin Foxcroft): Robbin Foxcroft – The qualified persons registry has been moved to James Orr, and will continue to move forward. There will be an update on the progress at the November 22nd FSC meeting. Tina Parker mentioned the Auditors General Report from Ontario came out at the most opportune time. Robbin will post the report to the AFSA website.
    The Fixed Fire Suppression and Exhaust Cleaning Standata was approved by the FSC, and is now moving to the BSC (as this is a joint effort Standata). Tina has put in a lot of work on this Standata. It will be a great informational piece for new and existing restaurant owners, as well as service companies. Tina is hoping to have it released by the end of the month.

  5. Fire Administrator’s Office: (Tina Parker): Tina Parker – AMA is in the process of updating and consolidating all Standatas. The AMA website does have a list of all Standatas. If it is listed on the AMA website it is enforceable.
    Robbin Foxcroft – A link will be added to the AFSA website for AMA to have the Standatas emailed to you when they are released.
    Tina Parker – the Office of the Fire Commissioner has a “Safety Tip Sheet” posted on their website, AFSA will add a link to our website as well. If you have any comments or feedback, please advise Tina.

    A new Variance should be published next week regarding the use of Antifreeze in sprinkler systems. Sign up on the AMA website to have

    them automatically sent to you when published.

  6. Sister Associations: No one in attendance

Round Table:
Steve Teshima: Would like to see the information from AFSAbeing sent to the AHJ’s and safety codes officers.

Mark Warren: He has been asked to have pre-install documents generated and stamped by an engineer for fire suppression systems. Robbin Foxcroft has had this asked as well. Is there any documentation that can be sent to avoid this? This are pre-engineered systems, and are designed on site, therefore pre-install drawings would not be applicable or accurate. Mark has found that a few Safety Codes officers/inspectors are demanding local bells be installed in kitchen fire suppression systems that do not have fire alarm systems in base building, as an audible device. This is not required by the NFPA 96 or 17A. Tina suggested talking to the Building Administrator (Paul Chang) for an interpretation. She also stated that Safety Codes Officers have many groups that they attend, and she can open doors for us to communicate with them.

Pat Purnell: The portable Extinguisher program is in full running for the second yearly inspections. They are also requesting company procedures for customer complaints be written and sent to Intertek as a part of your shop certification.

Next Meeting: Tentatively scheduled for January 18th at 10:00 am at the Black Knight Inn, Red Deer, AB confirmation to be sent. As this concluded the business on hand, the meeting was adjourned at 11:57 am.
